SIR Ian Blair, former Commissioner of the Metropolitan Police, has called for fewer forces and a Royal Commission to assess the dated structure and role of policing across the UK. Sir Ian, arguably one of the most high profile and controversial officers of recent times, told The Sunday Herald that the role of officers needs to be redefined. He suggested that more roles could be given to civilians and that a federal structure, such as that of the FBI, should be considered. Speaking in advance of his talk at the Aye Write! literary festival in Glasgow this afternoon, Sir Ian said: “It is over 50 years since we have seriously looked at the structure and activity of policing. When the Royal Commission of 1962 took place, we were in a very different world. At that time the police did not even have radios. “As time has gone on, we have ended up with a lot of piecemeal reform. It might be better to have less forces but we cannot look at whether we need one police force, for example in Scotland, until we have addressed accountability.

We dont want you to be a one-trick pony, either. After all, having functional muscles means being strong, powerful and built to last, not just big. Enter the MF DO-IT-ALL PROGRAM, which combines all the benefits of power and strength training, muscle-building and endurance into one routine. This six-week plan will help improve your overall conditioning, so no one aspect of your training is a weak link. In your checklist of physical attributes, this program does it all. * Each workout starts with dynamic stretching, not the static variety in which you hold a stretch for 20-30 seconds. Dynamic stretching has you perform rapid movements through an exaggerated range of motion (ROM). Think arm circles, arm swings, running butt kicks and other rapid moves that your high school football coach had you do at the beginning of practice. Therell be no traditional hurdler stretches or other stretch-and-hold exercises for a couple of key reasons: For one, static stretching has been shown to reduce strength by up to 15% when done preworkout; and two, dynamic stretching can enhance strength and power when performed at the beginning of a training session. But dont just go through the motions on these stretches. Do each rep through a full ROM and in an explosive manner. For example, dont let momentum do all the work during arm swings. Rather, initiate each circle by explosively contracting your pecs, shoulders and back. Think of these exercises as working sets, not just a warm-up that you breeze through with little focus.
As a competitor, bodybuilding has been a source of strength. I was a skinny kid who had a rough childhood. Health and fitness–more specifically bodybuilding–have been important outlets for me in handling the many things Ive been through in my life. Although I did some weight training as a kid, it was when I became a U.S. Marine Corps Body Bearer that I was “bitten by the bodybuilding bug.” Unfortunately, over the next several years, I spent a lot of time overseas, but it didnt stop me from continuing to hang on to ray dream of becoming a bodybuilder, which came to fruition in 2009. I set my sights on competing as a heavyweight in the 2009 All Forces National Military Bodybuilding Championships on October 10, in Tampa, Florida. I connected with Tim Gardner and joined his team, Team Body*Tech, based out of Tampa. At the time, I was in Iraq working as a contractor, so we communicated on a weekly basis via phone and e-mail. When I returned to the States, we jumped into precontest mode. I was very motivated, because so many people over the years said that I didnt have what it takes. Although I didnt carry the level of mass I needed for my height, I felt my conditioning would make up for some of that. I had started to do a lot of online social media networking before I returned to the United States and, over time, I created a large friend/fan base of people who began following and supporting me. It was a great feeling and, as it grew closer to the competition, I felt a huge sense of pride. Everyone was able to watch my transformation take place as I posted pictures, and blogged about my life challenges and the pursuit of my dream to become a bodybuilder.

This can be critical in keeping you eating enough (or not too much) food, and eating the appropriate amounts of the right kinds of foods at the right times. In fact, one 2008 study funded by the National Heart, Lung and Blood Institute at the National Institutes of Health reported that those who consistently kept a food log for 30 months, lost twice as much weight as those not keeping a log. To make that food diary even better, consider photographing your meals, as well. University of Wisconsin-Madison researchers had subjects record what they ate for one week in words or in photographs. They found that those taking photos of their food made a more critical evaluation of the items on their plate before eating them, which caused them to make better food choices. With the help of camera phones, photographing your meal is as easy as pressing a button. Adding photos to your food log can help you better evaluate your diet and keep you on the right track–whether that track is a one-way ticket to massville or a fall on the bodyfat scale.

HARTFORD, Conn. — Leigh Keno was sprawled on the floor of the upstairs landing, twisting his body to get a good look at the bottom of a walnut lowboy and shining a small, hand-held yellow flashlight for a clearer view of its underside. He pulled out some small drawers to see what kind of wood had been used inside the piece. It was hard yellow pine, a wood that he said pretty much had been cut down in New England by about the 1730s. He figured the piece was from Philadelphia, possibly from 1770 to 1790. The lean, wiry antiques expert and dealer — well-known with his twin brother, Leslie Keno, for their appearances on 14 seasons of “Antiques Roadshow” on PBS — visited West Hartford and Bloomfield recently. He said he typically visits eight to 10 homes a month; sometimes he is contacted by collectors who have something to sell, sometimes by family members who want to liquidate an estate. And occasionally, as at this home in West Hartford, it was simply a chance to meet someone with an exceptional collection.

granted orphan drug designation to its IMGN901 compound when used for
the treatment of Merkel cell carcinoma (MCC). Through a separate
process, the European Union (EU) Committee for Orphan Medicinal Products
(COMP) concurrently also granted IMGN901 orphan medicinal product
designation for the treatment of MCC.

“IMGN901 has shown promising activity among the small number of MCC
patients treated to date, suggesting this is a potential registration
path for the compound,” commented Daniel Junius, President and CEO.
“Metastatic MCC is a rare and highly aggressive cancer with no approved
treatments today. We are preparing to be ready to initiate pivotal
testing of IMGN901 in MCC in 2011 and will make the final decision based
on expanded clinical experience and regulatory input. Gaining orphan
drug designation for IMGN901 in the US and Europe is an important step
in this process.”

Six patients with metastatic MCC had received IMGN901 at the time of the
AACR-NCI-EORTC meeting in November 2009.1 Among these, two

This study underscores the importance of daily creatine supplementation, especially on “off” days, to accelerate recovery from intense weight training.

with Abbott Laboratories (NYSE: ABT) to extend its current development
and commercialization collaboration to include the development of a
galectin-3 test for Abbott Point of Care’s i-STAT® System.
Galectin-3 is a novel biomarker that may play a role in detecting the

We all just wanted to help people.”

In 2008, the Lafayette bulk plant faced Hurricane Gustav, which hit near Baton Rouge just an hour away. BURLINGAME, Calif. and LONDON — For the first time, spending on digital/online advertising and marketing
will overtake print in 2010, according to new projections from Outsell,
Inc. In an industry crossover event, companies will spend $119.6
billion on online and digital strategies, from search engine keywords to
webinars, while committing $111.5 billion to print methods such as
newspaper and magazine ads. Overall, U.S. spending on advertising and
marketing will increase in 2010, but by just 1.2 percent to $368 billion.

Outsell’s “Marketing and Ad Spending Study 2010: Total US and B2B
Advertising,” forecasts spending, share, and growth for five media
types—online, events, print, TV/radio, and PR/other—and methods used
within each, from social networking to mobile/wireless marketing.

A my Fuller wanted to earn more money in her finance position at a leading national bank, so she had gastric bypass surgery, a circumvential abdominoplasty and a breast lift. I suffered from the taboo of being overweight and didnt appear to be a confident person,” she says. “When you are in the running for a job and the other candidates happen to be cute, thin and current, their chances are higher.” Following her bypass surgery, Fuller visited plastic surgeon Dr. J. Gregory Kjar in Bountiful, Utah. She told him, “I want you to make my outsides match my insides.” Looking back, she recalls, “After plastic surgery, I got exactly the result I wanted.”
Abdominoplasty is an important and common operation in aesthetic surgery. Since its original recorded description, several technical improvements have been made. Fundamentally, however, there has been no change in the essential concept of extensive undermining almost to the costal margin, followed by appropriate resection and closure. The operation is still associated with a significant complication rate, morbidity and prolonged convalescence. [1],[2],[3],[4] Complications have included flap necrosis, seroma, haematoma, infections, fat necrosis, dehiscence of wound and delayed healing. There is also a high incidence of aesthetic flaws and need for secondary correction, rates as high as 27.9 % being reported. [1] Extensive undermining causes denervation and reduction in the vascularity of the flap. There is thus an intrinsic design flaw in the traditional operation, namely, a large random pattern skin flap, partly deprived of blood supply and innervation is stretched maximally and sutured under tension. [3],[4] This accounts for ischemia related complications. The lower abdominal skin also remains permanently numb. [5] The traditional technique also results in several lymphatics being divided. Despite routine use of drainage, a high rate of postoperative seroma is still accepted as unavoidable. Despite such high complication rate even the end results may not be always aesthetically pleasing. [6] The problems increase significantly in obese subjects and hence patients are told to lose maximum weight in order to “earn” their abdominoplasty. [7] The best indication for abdominoplasty is still a patient with plenty of loose skin, rectus muscle diastasis and without too much fat in the local area. With the rising incidence of obesity in the world, such patients are rare in todays practice [Figure 1]. Many obese patients are unable to lose weight especially in the abdominal area and hence are denied abdominoplasty. In obese individuals unable to lose weight, a two step approach has been advocated consisting of abdominoplasty followed by liposuction six months later or vice versa. Both approaches are less than ideal. Reducing excess fat in abdominal wall by prior liposuction will induce fibrosis, making subsequent abdominoplasty difficult. Performing abdominoplasty first in these obese patients is associated with more complications and still leaves behind a fatty abdominal wall; subsequent liposuction can cause secondary skin laxity. To circumvent these problems a new operation called Lipoabdominoplasty (LABP) has been practised by the author since 1995 with surprisingly low complication rate. Techniques have been refined over this period and in its present form it has proven to be trouble-free and versatile. Historically the concept of combining liposuction with abdominoplasty seems to have been proposed first by Cardoso de Castro in 1987 [8] with later contributions by several surgeons. [9],[10],[11],[12] However this procedure has not been adopted universally yet. Part of the reason for reluctance is the fear that combining the two operations may be risky as was suggested in earlier writings where the concept of “danger zones” was proposed. [12] Modern LABP is an entirely new operation and is not merely a combination of two procedures; this is important to understand in order to attain efficacy with safety. [13],[14],[15],[16] In this article the author explores the philosophy of this new procedure, laying emphasis on the essential steps for safety to shorten the learning curve. Personal experience with a consecutive series of over 120 mostly obese patients is used to illustrate the points.
INTRODUCTION In the last few decades, abdominoplasty has become an increasingly popular and satisfying method of body contouring (1), (2), (3), (4), (5), (6), (7), (8). Factors that may have contributed to the popularity of abdominoplasty include: the societys emphasis on youthful appearance, increased awareness of self-image and fitness and the growth of aesthetic surgery in general (1). The usual candidates for abdominoplasty are women in their fourth through sixth decades, which had completed their families and left with lax abdominal wall, striae of pregnancy, or scars of previous surgical operations (1), (9). Another group of patients seeking for abdominoplasty among other body contouring procedures are those patients who had successful gastric bypass surgery with massive weight reduction. These patients are left with redundant skin, so abdominoplasty aims to improve post-weight reduction body aesthetics and function (2), (9), (10), (11). Although many investigators have reported on the complications of abdominoplasty (2), (3), (4), (5), (6), (7), (8), (9), (10), (11), (12), (13), (14), (15), (16), (17), (18), (19), (20), the risk factors associated with post abdominoplasty wound complications were not adequately addressed in the literature. Identification of these risk factors is considered a crucial issue for surgeons who perform abdominoplasty. It would help them in accurate patient selection and counseling. In addition, they may consider adopting prophylactic measures against proven risk factors. In this retrospective study we report our experience with 116 consecutive cases of abdominoplasty procedures. The objectives of the study are to report the incidence of post-abdominoplasty wound complications and to assess the influence of different possible risk factors on incidence of these wound complications. ATTEMPTING to cut the SNP out of the leaders debates which will be a central focus of the forthcoming General Election is more that just unbalanced treatment of a political party, it is fundamentally unfair to the people of Scotland. By definition these debates, which will take place in three English cities in front of local audiences, are incapable of reflecting what is happening north of the Border. Indeed, there are rules in place to ensure that the different politics in Wales and Scotland are reflected but the BBC and ITV, the two broadcasters with public service responsibilities, stitched up a deal with the London parties months ago. Ironically, only Sky, which is under no such obligation, has made efforts to ensure balance. The SNP does not want to prevent these debates from happening – we want to participate in them – but if they go ahead as currently proposed, the views and interests of the people of Scotland will be marginalised. Scottish voters know this too. Sixty per cent of those polled are opposed to the exclusion of the SNP from these election debates – yet the broadcasters and other parties have simply ignored their opinion.

income level. The legislation also eliminates the requirement that

Emergency workers in Keokuk, Iowa, are planning to barricade the water treatment plant with limestone boulders. The farmers cooperative in Quincy, Ill., is moving grain inland to keep it dry. Spring could bring disastrous flooding again to the Upper Midwest, government forecasters are warning. And folks along the Red, the Mississippi and the Missouri rivers are taking precautions, especially after calamities last year and the year before. The National Weather Service said heavy snow cover and ground that is already saturated could lead to severe flooding in as little as a few weeks. Exactly how severe will depend on how fast the snow melts and how heavy the spring rains are. In Fargo and neighboring Moorhead, Minn., an area of about 200,000 people, the chances of major flooding were projected Friday at about 90 percent. The probability of record flooding was put at 19 percent. Elsewhere across the Upper Midwest, the threat is less dire but still serious.
